The Private Enterprise Development Toolkit was developed to: (1) Implement the Party’s directives on building a strong Vietnamese business force, supporting the growth of the private sector to enhance the economy’s internal capacity and promote independence; (2) Measure local private enterprise development based on actual business performance data; (3) Support analysis, evaluation, and comparison of enterprise development across localities, providing input for policymakers; and (4) Aid in formulating policies and strategies to develop enterprises and improve the business environment.
Experts from MBI, Le Van Phuc, and Phan Vinh Quang, alongside other senior consultants, played a key role in establishing the methodological foundation and developing the Toolkit. This effort is part of the technical assistance provided to the Enterprise Development Agency, Ministry of Finance, by the USAID-IPSC project.
