Phan Thi Thai Ha

Senior Project Manager

Phan Thi Thai Ha possesses 20 years of working experience with both Government agencies and private sector. She has accumulated and become seniority in competences including capacity building, private sector engagement, legal and regulatory reform, policy advocacy and development project management. Before joining MBI Innovation as Senior Project Manager, Ha provided technical expertise and advice to Office of the Government in e-government projects, focusing on policy reform and governance.

During 2014-2018, Ha was Senior Manager leading Regulatory Reform at the USAID’s Governance for Inclusive Growth Program (GIG). She engages government and private sector in ground breaking reforms such as the annual Resolution 19 on Business Climate Reform, Assessment of Administrative Procedure Compliance Cost (APCI), Manual on Regulatory Impact Assessment; Vietnam’s Economic Growth Diagnostics.

In 2013 and 2014, Ha acted as ASEAN region Coordinator in a Swedish Government’s ISO related Program, Ha contributed to better capacity of multiple organizations and institutions in ASEAN countries in developing and implementing ISOs.
Earlier, from 2008 to 2012, Ha was key member in the Secretariat of the Prime Minister’s Advisory Council for Administrative Procedure Reforms, supporting massive administrative procedure reform. She engaged and facilitated 20 business associations in Vietnam to work with the all ministries on identifying procedures and regulations that need to change to reduce cost and risk of doing business in Vietnam. This Program resulted in a series of regulatory reforms and creation of a central unit under the Office of Government in charge of administrative procedure reform and review.

With her contribution to the success of the Program, Ha was granted with the Prime Minister’s Certificate of Merit in 2010.
