Phan Thi Thai Ha

Senior Project Manager



Phan Thi Thai Ha possesses more than 20 years of experience in policy advocacy, government relations, and legal regulatory reform. Her key expertise is engaging multi-stakeholders into effective partnerships on complex reforms, leading to regulation revisions. She has strong leadership and professional communication skills and can manage trustful relationships with government agencies. Ha understands very well about law-making process and participated in making many laws such as the Civil Code, Civil Procedure Code, Enterprise Law, Investment Law, and E-government legal documents. Her most recent full-time work was leading the Component on ESG and Business Policy Reform of a Deloitte Consulting US program funded by USAID supporting the Ministry of Planning and Investment of Vietnam (MPI). She worked in daily basis with MPI to help mitigate regulatory burdens. She also led ESG baseline research and the MPI - USAID's ESG initiative which is highly recognized by the business community.

During 2018 - 2020, she was governance specialist of World Bank, where she provided advice to the Office of Government (OOG) on e-government policies.

From 2014 to 2018, Ha was Senior Manager leading Regulatory Reform at the USAID’s Governance for Inclusive Growth Program (GIG) in which Ha worked with multiple state agencies such as the Office of Government, MPI, Ministry of Industry and Trade, VCCI, domestic and foreign business associations to engage them in ground breaking reforms towards the improved business environment. She also coordinated and led many policy analysis studies and participated in the development of the Manual on Regulatory Impact Assessment and Vietnam’s Economic Growth Diagnostics.

From 2008 to 2013, Ha was coordinating the Secretariat of the Prime Minister’s Advisory Council for Administrative Procedure Reforms. She facilitated and supported 20 associations to work with all ministries on simplifying process of doing business. With her contribution to the success of the Program, Ha was granted with the Prime Minister’s Certificate of Merit in 2010.

Ha obtained a master on International Development from the International University of Japan a bachelor degree on Business Administration from Hanoi National University and another bachelor on Economic Law.
