Tran Thi Hong Thuy is an expert in economic development, regulatory impact assessment (RIA), enterprise development, and innovation. She has extensive experience working with government agencies, private sector stakeholders, and donor-funded projects such as those by USAID, World Bank, UNDP, and JICA.
She holds a Ph.D. in Economic Development from the National Economics University (NEU), Vietnam, an MBA in International Management and Technology from the Asian Institute of Technology, and a Bachelor’s in Business Administration from NEU. She has also completed various international training programs on impact measurement, resource efficiency, and circular production.
Since 2018, she has worked as an independent consultant, specializing in policy analysis, regulatory reform, economic impact assessment, and SME development. She has advised USAID’s IPSC Project on developing a toolkit for evaluating enterprise development at the local level and worked with UNDP on regulatory frameworks for social impact businesses.
Previously, she served as Incubator Specialist & Portfolio Manager at the Vietnam Climate Innovation Center (VCIC), where she supported startups, managed incubation programs, and developed innovation strategies. Before that, she was a Project Officer at the Vietnam Inclusive Innovation Project (VIIP), focusing on commercializing innovative technologies and supporting SMEs.
From 2003 to 2014, she worked at CONCETTI, a consulting firm, as Deputy Manager of Research & Projects, leading impact assessments, feasibility studies, and policy recommendations.
